Understanding the Appendix KoLL (Knowledge of Language and Life in the UK) requirement is essential for anyone applying for settlement or naturalisation in the United Kingdom. Appendix KoLL, part of the UK immigration and nationality rules, outlines the criteria applicants must meet to demonstrate their knowledge of English and understanding of life in the UK. In this post, we cover what Appendix KoLL entails, its requirements, exemptions, and the evidence needed to meet these criteria.
What is Appendix KoLL?
Appendix KoLL is a set of regulations designed to assess whether applicants for Indefinite Leave to Remain (ILR) or British citizenship can communicate effectively in English and possess sufficient knowledge of life in the UK. This ensures that applicants are well-integrated and prepared to take on the responsibilities of settlement or citizenship.
Appendix KoLL applies to:
- Indefinite Leave to Remain (ILR) applications for most visa categories.
- Naturalisation as a British Citizen for individuals aged 18-65.
It does not apply to certain groups, such as refugees, victims of domestic violence, or dependents under Appendix FM or discretionary schemes.
What Are the Requirements Under Appendix KoLL?
Appendix KoLL consists of two core components:
1. Knowledge of the English Language
To meet the English language requirement, applicants must demonstrate their proficiency through one of the following:
- Nationality: Being a citizen of a majority English-speaking country such as Australia, the USA, or New Zealand.
- Academic Qualifications: Holding a UK Bachelor’s, Master’s, or PhD degree, or a qualification from an overseas institution that has been certified as equivalent to a UK degree by Ecctis. For degrees taught in English outside majority English-speaking countries, an Academic Qualification Level Statement (AQUALS) and/or English Language Proficiency Statement (ELPS) may be required.
- English Language Test: Passing a Secure English Language Test (SELT) at a minimum B1 CEFR level within two years prior to the application.
- Previous Visa: Having been granted a visa that required meeting the B1 English level standard.
2. Knowledge of Life in the UK
Applicants must also pass the Life in the UK Test, a computer-based test comprising 24 multiple-choice questions. This test evaluates the applicant’s knowledge of British history, culture, traditions, and values, based on the official “Life in the United Kingdom: A Guide for New Residents” handbook. A score of at least 75% is required to pass.
Exemptions from Appendix KoLL
Certain individuals are exempt from the KoLL requirements due to age, health, or specific immigration categories.
Exemptions Based on Age
- Applicants under 18 or over 65 are automatically exempt.
- Discretionary exemptions may apply to those aged 60-64, depending on their ability to meet the requirements within a reasonable timeframe.
Exemptions Due to Physical or Mental Conditions
- Applicants with long-term illnesses or disabilities that prevent them from fulfilling the requirements may qualify for waivers.
- Medical evidence from a qualified practitioner is necessary to support such claims, including a completed waiver request form and detailed medical reports.
Visa Category-Based Exemptions
The following groups are exempt from the KoLL requirement:
- Refugees and individuals under humanitarian protection.
- Victims of domestic violence.
- Dependents under Appendix FM or discretionary arrangements.
- Applicants in certain visa categories like Skilled Worker or Global Talent, where English proficiency has already been demonstrated.
What Evidence is Required for Appendix KoLL?
Applicants must provide specific documentation to meet KoLL requirements or qualify for exemptions:
For Knowledge of the English Language
- Valid passport confirming nationality from a majority English-speaking country.
- Degree certificates accompanied by an AQUALS and/or ELPS, where applicable.
- Unique reference number for English language test results.
For Knowledge of Life in the UK
- Unique reference number (URN) provided upon passing the Life in the UK Test.
For Exemptions
- Age: Passport, birth certificate, or EEA identity card.
- Medical Conditions: Medical waiver forms and current reports confirming the condition.
